Medvedev ratified SCO agreement on cooperation in rescue techniques

Russia’s President Dmitry Medvedev signed a federal law “On ratification of Agreement between the Governments of States – members of the Shanghai Cooperation Organization on cooperation in providing assistance in disaster management,” reports the Kremlin press service.

Act ratified an intergovernmental agreement of SCO member states on cooperation in providing assistance in disaster management, signed in Moscow on October 26, 2005, which aims at creating conditions for effective interaction between the SCO member states under the international humanitarian and rescue operations.

Agreement provides for mutual assistance in disaster management the SCO member states, as well as assist in the facilitation of transit for relief, following through their territories for the liquidation of emergency situations as in the SCO member states and other countries.

also defines the principles and forms of cooperation of SCO member states in this area, the procedure for the preparation and conduct of rescue activities, regulates the state border crossing SCO member states for relief and treatment of their stay in its territory, and establishes the legal liability of the members of these groups, the allocation of financial assistance and compensation.

In addition, Medvedev signed a law on Amendments to Certain Legislative Acts of Russia on the reimbursement process costs “.

According to the law, compensation for victims, witnesses, their legal representatives, experts, specialists, interpreters, and lawyers involved in the criminal case on appointment of investigators or the court, subject to travel expenses, rental of premises, and additional costs associated with living away from their places of permanent residence (DSA).
